Reduced Fleet Size Mod is a simple mod that does the following:
Significantly reduced the maximum fleet size.
From 1000 to 200. This still allows for pretty big fleets when needed. Depending on technologies, you can still easily get a 200 ship fleet with a power of between 15k and 30k depending on how far your research is, enough to stand a chance against the late game crises.
Significantly increased ship upkeep.
Double, basically. This means a good economy is required if you want a large fleet. And unless you have a huge empire, you will struggle to max out your naval capacity due to the strain on your resources. It also means stations are more viable as their upkeep is now no longer outrageously high compared to ships.
As a bonus, this also makes space monsters and pirates more of a threat early game, as its more expensive to have a sizeable fleet early on that can reliably beat them.
Rebalanced the amount of fleet points you get from population and stations.
Population contributes less (about half of what they currently do) while stations start out giving less but as you upgrade them they contribute more than in vanilla Stellaris. So upgrading your stations is more important.
