Lets you design all stations including research, frontier outposts and mining bases
Observation posts and terraformers have no sections so not included.
Massively boosts the power of military stations by making the sections larger and increasing hitpoints
Slightly boosts the power of research, frontier outposts, and mining stations by adding additional modules and section choices.
Decreases the no build radius of military stations to allow them to support one another
Edit: The civilian stations are using power in the designer. The game for some reason does not show the calculation. It still works because game will not allow you to save the design until power requirements are met.
